Kathmandu: Minister for Law, Justice and Parliamentary Affairs Ajay Kumar Chaurasiya said on Saturday that the law formulation process after the promulgation of new constitution is ongoing and so far 214 Acts were made since then.
“Other laws are also being formulated after the needs. Now, the federal government will hold systematic discussions with the stakeholders while making laws. The laws will be made based on the recommendations from the experts on intergovernmental relations,” he added.
During a discussion programme on three-tier legislative inter-relations and law scrutiny jointly organized by the Bagmati Province Government, the Ministry of Internal Affairs and Law, and the Federalism and Localization Center (FLC) here today, he said that corruption should be ended in the country on the basis of cooperation, coordination and consensus of all three layers of government.
The constitution has managed the rights of all three layers — local, province and federal – government and there is a very few dispute on it and there are some issues of concurrent rights and we are working to make laws as per the laws on the issues of concurrent rights, according to the Minister.
He also pledged to make the local and province governments more powerful instead of cutting their rights while making laws.
On the occasion, National Assembly Vice Chairperson Bimala Ghimire said that there should not be dillydallying in drafting basic laws for the completion of the governance, federalism and legal instruments.
She viewed that lack of effective implementation of some of the very good provisions of the constitution has failed to give proper results.
Ghimire said that drafting of the identified laws and their implementation should be done in the first state and review of other regarding their implementation in meeting people’s expectations are crucial.
The Internal Affairs and Law Minister of Bagmati Province, Suraj Chandra Lamichhane, said that the federal government should draft the Civil Service Act, Federal Education Act, Police Adjustment Act and other highly-essential laws to effectively run the province government.
At the programme, Former MP and FLC President Dr Khimlal Devkota presented a working paper on “Scrutiny of Law: Its Use in Nepal and Future Responsibilities”, Federal Parliament Secretariat Secretary Dr Rojnath Pandey presented a paper on “Interrelationship of Legislatures”, Bagmati Province Ministry of Internal Affairs and Law Under Secretary Ram Krishna Pathak presented a working paper on “Legislative Practices of Provinces” and National Association of Rural Municipalities in Nepal Executive Director Rajendra Pyakurel presented a paper on “Legislative Practices of Local Governments”.
The working paper presented was commented on by the Chief Whip of the Opposition Party in the National Assembly, Gopi Bahadur Achhami, Minister for Internal Affairs and Law of Koshi Province, Rewati Raman Bhandari, Chair of the Provincial Affairs Committee of the Bagmati Province Assembly, Tshering Dorje Lama, and Chief Secretary of the Provincial Government, Mahadev Pantha.
The program chaired by the Minister for Internal Affairs and Law of the Bagmati Province Government, Suraj Chandra Lamichhane was summarized by Dr Bharatraj Gautam, former General Secretary of the Federal Parliament. The discussion program, welcomed by Krishna Bahadur Shahi, Secretary of the Ministry of Internal Affairs and Law of Bagmati Province, was moderated by Prahlad Lamichhane, Program Director of FLC and Constituent Assembly Member.
